APHIS search tools and OIG report lists were not built to answer a specific business question. Berean is building a hosted warehouse of that public record, then running search and pattern matching against it so a packet can be reviewed against the original sources.

How We Work

    Define the Question

    The platform does not start with a blank internet search. It starts with a scoped question: species or livestock type, facility or exhibitor category, citation number, region, inspector, date range, or OIG theme. What is in scope and what is not is stated up front so the query has something precise to run against.

    Search the Held Record

    The query runs against a warehouse Berean hosts: APHIS inspection reports, citation language, Animal Care records, and OIG audits and investigations—not against a fresh hunt through agency portals. If the held database does not contain a needed public source, that gap is recorded. Secondary commentary is not treated as a substitute for the primary file.

  3. 03

    Lock the Sources Used

    The platform keeps original files with origin and retrieval date. For this question, the specific inspections, citations, and OIG items that will enter the packet are selected and held as a set. Later review can see exactly which records were used, not a rewritten summary of “what USDA generally says.”

    Match Patterns

    Those items are compared with similar public record: the same citation, comparable species or facility type, region, inspector, or time period. Recurring language and OIG themes can surface quickly. A match is a pattern in the record, not proof of causation, and the method used to draw it is stated.

It is meant to cut the time spent hunting files, not to replace opening the source.

    Important claims are checked against the preserved sources before delivery. Retrieval and matching may be assisted by software; the packet is not an unexplained generated answer. What the client receives can be examined and shared with counsel. It is research support—not legal advice and not a USDA determination.

FOIA and the Unpublished USDA Record

Some Animal Care and OIG records are public only after a FOIA request. The statute creates access with exemptions. A research packet has to treat delay and redaction as limits, not as optional detail.
