Inspection & Citation Research
Research USDA APHIS inspection histories, citation numbers, recurring findings, and related Animal Care materials from the public record.

Evidence for a Higher Standard
Berean hosts a warehouse of public USDA inspection reports, citation records, and OIG audits and investigations—then searches that database and matches patterns so livestock operations, exhibitors, and their advisors receive a source-supported evidence packet instead of starting from a blank agency hunt.
Positioning
APHIS search tools and OIG report lists were not built to answer a specific business question. Berean is building a hosted warehouse of that public record, then running search and pattern matching against it so a packet can be reviewed against the original sources.
Capabilities
Research USDA APHIS inspection histories, citation numbers, recurring findings, and related Animal Care materials from the public record.
Locate and organize USDA Office of Inspector General audits, investigations, and published case materials relevant to a defined question.
Compare how similar citations, species, facility types, regions, or time periods appear across the assembled record.
Deliver a reviewable packet: sources, excerpts, citation references, method notes, and limits—so research time is spent on the record, not on hunting it.
Focus research on agricultural livestock, exhibitors, and related Animal Welfare Act records where public inspection and enforcement materials exist.
Use frequency, trend, and comparative methods only where the data support them. Patterns are described; causation is not assumed.
Organizations frequently face questions that cannot be answered by recollection or a single search result:
Berean treats these as research questions. The work is to collect the public record, preserve it, match what has appeared before, and deliver a packet that shows what the evidence supports—and where the record is silent.

FOIA & Access
Some Animal Care and OIG records are public only after a FOIA request. The statute creates access with exemptions. A research packet has to treat delay and redaction as limits, not as optional detail.

Research Methods
The same citation language across facilities or years is a pattern in the held record. It is not proof of cause, and the comparison used to draw it has to be stated.

Inspection Records
Not every line on an Animal Care report is a citation. Mixing teachable-moment records, narratives, and cited sections produces a false enforcement history.

Audience
The warehouse is built for operations that live with USDA Animal Care inspection, citation, and OIG records—and for the people who advise them. The product is a source-supported evidence packet for a defined question.
Farms and agricultural businesses that show animals, hold mixed dealer activity, or otherwise appear in APHIS inspection history and need that record assembled—not assumed.
Zoos, traveling exhibits, and other exhibitor-class operations that need inspection narratives, citation numbers, and comparable facility history in one packet.
Licensed breeders and dealers who need to see how the same citation language or veterinary-care finding has appeared across similar certificates and sites.
Animal Care-adjacent bird exhibitors and related businesses whose inspection record is public but not organized for a specific question.
Consultants and counsel who need independent, source-supported research they can review with a client. Berean delivers the packet. It does not give legal advice.
Next step
If you need an inspection history, a citation comparison, or OIG material organized into a reviewable packet, start with the question. The warehouse and pattern matching are being built to shorten the search. The evidence still has to be shown.
